Timberline Applauds Collaborative Effort That Made SB1517 Liability Waiver Reform Law

Timberline extends its sincere gratitude to the many individuals and organizations whose dedication made the successful passage of SB1517 possible. For more than eleven years, the efficacy of recreational liability waivers has posed a complex and consequential challenge in Oregon. The bipartisan advancement of this legislation represents meaningful progress for recreational providers, nonprofit organizations, land stewards, volunteers, and the communities they serve.

This achievement was not without compromise. It reflects countless hours of thoughtful debate, principled deliberation, and steadfast commitment from leaders on all sides of the issue. The collaborative spirit demonstrated throughout this process underscores what can be accomplished when shared purpose outweighs division.

From the executive branch, we offer our deep appreciation to Governor Tina Kotek, without her leadership this achievement would not have been possible, and her Policy Advisors, Vince Porter and Sarah Means. Their transparency, diplomacy, and strategic vision were instrumental in shaping a constructive path forward. Their engagement and guidance contributed significantly to this outcome.

From the legislative branch, we are profoundly grateful to the Representatives and Senators who championed this issue during a short and demanding session. Senator Mark Meek, your steadfast leadership and tenacity over the past two legislative sessions were foundational to this success. Representative Emerson Levy, your tireless work as a negotiator and your legal acumen were invaluable throughout the process. Representative Jeff Helfrich, your bipartisan leadership and ability to bridge differing perspectives exemplify public service at its best. We also extend our appreciation to Senator Christine Drazan, Senator Dick Anderson, Senator Janeen Sollman, Senator Mike McLane, Representative John Lively, and Representative Kim Wallan. On behalf of Oregon’s recreation providers, thank you for engaging deeply with this complex issue and for advancing solutions that will benefit Oregonians today and for years to come.

The leadership and coordination of the Pacific Northwest Ski Areas Association (PNSAA) and its members were pivotal. PNSAA President and ProtectOregonRec.org co-founder Jordan Elliott led with grace, patience, and adaptability while coordinating a diverse coalition of recreation providers, legislators, and advocates. We are deeply grateful for your steady leadership. Erik Kancler, PNSAA lobbyist and advocate for ProtectOregonRec.org, brought strategic clarity and thoughtful diplomacy to every stage of the process. His relationships and counsel were central to the bill’s success. John Burton, Timberline’s Director of Marketing and Public Affairs, provided consistent perspective and effective communication while representing Timberline with professionalism and authenticity. His contributions were invaluable.

We also recognize the exceptional legal counsel and advisory team whose expertise guided this effort. Kim Hanks McGair, who has represented ski areas for more than a decade, provided seasoned leadership and direction throughout. David Byrd, Director of Risk and Regulatory Affairs for the National Ski Areas Association, contributed decades of experience in legal precedent and practical application related to recreational statutes. Jim Zupancic, a respected member of the Oregon Bar for more than 45 years and Board President of the Oregon Health and Fitness Alliance, brought technical legal expertise, composure, and legislative relationships that reflected true diplomatic mastery. Leah Corrigan, Founder and Managing Attorney of Recreation Law Group, represented recreational providers with determination, clarity, and conviction. Her ability to unify the group around a focused and confident perspective was both refreshing and essential.

Finally, we recognize the nonprofit leaders and land stewards who ensured that the voices of volunteers and advocates remained central to this conversation. Their work protects and sustains Oregon’s world-class natural resources. Glenn Fee, Executive Director of Tualatin Riverkeepers; Stephanie Noll, Director at Oregon Trails Coalition; and Cindy Robert of the Oregon Recreation and Park Association, this accomplishment would not have been possible without your dedication. Oregon owes you its gratitude for your continued stewardship and service.

The bipartisan passage of SB1517 marks a significant step forward in strengthening recreational liability protections in Oregon after more than a decade of challenge and debate. This success reflects broad collaboration across the Executive and Legislative branches, industry associations, legal experts, nonprofit leaders, and recreation advocates. Through compromise, diplomacy, and shared commitment, this coalition advanced legislation that supports recreational providers, protects volunteers and land stewards, and ensures a stronger future for Oregon’s outdoor community.
